PLDRC recommends two‑year time extension for Daytona area temporary campsites as roadwork approaches

The Planning and Land Development Regulation Commission voted Jan. 16 to forward a two‑year extension of an existing special exception that permits temporary campsites used during Daytona Bike Week and Biketoberfest, sending case S‑25‑004 to the County Council with a recommendation of approval.
Staff said the campsite operation has been in place since 1996 and that planned roadway improvements to Pioneer Trail/CR‑415 — including a roundabout — mean the property owner will need to adjust driveway locations and reconfigure the site once construction is complete. County Engineer Tad Kaysbier told the commission the county has acquired property from multiple owners to fit a roundabout into the intersection; he said construction is scheduled to begin in the next three to four months after staff avoids starting before Bike Week.
Applicant Roger Luzner, who identified himself at the hearing as a property operator, asked for additional protection for the building and patrons during future traffic incidents and suggested bollards or guard features where the new alignment will approach the site. Luzner told the commission the owner still needs to negotiate driveway locations with county design teams and attorneys and that a two‑year extension will give the operator time to redesign the site after the roadwork is finished.
PLDRC moved and seconded the staff recommendation to forward the time extension request to County Council for final action; the motion passed unanimously.
Next steps: County Council will consider the time extension and the applicant will be required to submit a new special‑exception application and site plan once the road realignment is finalized and driveway locations are known.
