Lake Bluff board approves five-year intergovernmental agreement with public library

The Village of Lake Bluff on Jan. 13 approved a five-year intergovernmental agreement with the Lake Bluff Public Library Board of Trustees that formalizes utility, maintenance and insurance support and gives the village limited rights over future disposition of a museum building.
The Village of Lake Bluff Board of Trustees on Jan. 13, 2025 approved a resolution authorizing an intergovernmental agreement (IGA) between the Village and the Lake Bluff Public Library Board of Trustees that will run May 1, 2024, through April 30, 2029, with automatic one-year renewals.
The IGA formalizes the village's longstanding operational and financial support for the library, the resolution says. Under the agreement the village will: pay a one-time lump-sum payment of $17,000 for exterior maintenance and additional utility expenses when the agreement is executed; reimburse the library up to $16,000 per fiscal year for routine building maintenance with CPI adjustments; pay for utilities for the library property including water, sanitary sewer, stormwater, electric, natural gas, recycling and trash, and provide snow removal and de-icing for the library parking lot; continue audits and accounting services and comprehensive insurance coverage unless the library can obtain those services more cheaply; and consider future capital expense requests only as part of a long-term comprehensive plan.
The agreement also includes limits on property disposition: the library agreed not to sell or otherwise dispose of a museum building during the term of an existing lease without village approval, and after a lease expires the village will have a right of first refusal on that museum building, the resolution states.
"I think this document represents our best collective work and a good step forward to the future between the library and the village," Bonnie Shaw, president of the Lake Bluff Public Library Board of Trustees, said during the meeting. Shaw told trustees the library board would vote on the agreement the following night.
President Shurlow said the village and library teams had worked over several months on the language. "We believe that this document represents and this agreement represents the best for the library and the people of Lake Bluff for bringing books to the people of Lake Bluff and other things," Shurlow said.
Trustees moved and seconded the resolution and the clerk called the roll; the vote was recorded as all in favor and the motion carried.
The agreement is intended to codify the village’s previous informal support for library operations and to set procedures for possible future capital requests and property disposition. The library president and village staff said they view the IGA as a step toward sustained cooperation on facility upkeep and services.
The library board was expected to consider the agreement at its meeting on Jan. 14, 2025.
