Authority explores Norfolk Southern land for greenway; authorizes signatories for construction draws

Separately, the board voted to give the trustee — US Bank Trust Company — a list of authorized signers for construction disbursements to streamline payments once draws are submitted. The motion authorized two sports‑authority signers (the chair and vice chair) and two city signers (the city manager and the city finance director) to sign construction draw requests; the board instructed staff to provide specimen signatures to the trustee.
The motion passed on voice vote. Board members said they would include the chair and vice‑chair of the authority and the city manager and the finance director (named in the meeting as Valerie and Nathan Clouse) on the trustee authorization list. Staff said the trustee requires specimen signatures and that they would supply them.
