Finance committee receives updates on inspector union contract, state budget signals and other finance items

The Gardner Finance Committee on Jan. 15 received several finance and personnel updates: a copy of the fully executed collective-bargaining agreement covering the inspectors' union, a state budget update from the mayor's office, an update on internal work to implement a citywide salary matrix for nonunion employees, and notice of a Commonwealth reimbursement related to the NCCI Gardner facility.
City staff provided a courtesy copy of the inspectors' union contract and said the contract covers several inspection positions including the assistant director of public health, food inspector, two local building inspectors, electrical inspector and plumbing and gas inspector. Staff said negotiations took roughly two-and-a-half years.
On the state budget, staff said the governor was expected to submit a budget soon and that revenue from the fair-share amendment is running above estimates — staff quoted sources saying the fair-share revenue was about $2.8 billion above projections and that roughly 50 percent of this year's surplus will be directed to transportation with remaining funds going to education next year. Staff said the city waits for the senate numbers for clearer local-aid projections such as Chapter 70 and the Student Opportunity Act before finalizing the city budget.
Staff also said there is internal work underway to implement recommendations from a recent salary survey to create a salary matrix for nonunion employees and department heads. Separately, the city reported receiving $149,502.32 from the Commonwealth as a reimbursement related to services provided to the NCCI Gardner state facility; staff said the payment goes to the general fund but noted the revenue is not guaranteed annually.
Ending: Committee acknowledged receipt of the contract and budgetary updates; staff said they will continue to work on budget proposals and will present the final city budget later in the spring.
