District outlines 2025 plant-facility levy projects, budgets and bid schedule

Director Bennion presented the district’s planned plant-facility levy (PFL) projects for 2025, describing a prioritized list of work to be funded from the levy and the expected procurement timeline.
Bennion said the district will prioritize a Cary campus multipurpose addition — a weight room and locker-room addition attached to the gymnasium — as the most economical option to meet accessibility and code needs, keeping the project within a $3 million budget line. If funds allow, the district would add a toolkit-shop storage area and a bus canopy similar to one at the Wood River Valley site.
Staff also described roofing work: the high-school roof (original white TPO) will be replaced, likely switching to EPDM ballasted roofing for longer service life; the middle-school roof, more than 30 years old, is expected to require replacement within the next 2–3 years. Bennion said staff will bid roofing and lighting upgrades (Cary campus and Silver Creek) and hoped to open bids in late January with board approval of contracts in February.
Lighting upgrades will target energy efficiency and improved interior lighting for student spaces; Bennion said the district will pursue Idaho Power energy-efficiency incentives and work with Musgrove Engineering on applications. Bennion emphasized safety and refurbishment over noncritical projects where in-house work can reduce costs.
Bennion said the community campus HVAC remains near end-of-life; an HVAC retrofit there is planned in a future year. He also reminded trustees that the PFL funding target is roughly $5 million per year and that staff are trying to remain disciplined to that annual budget.
Trustees asked about Idaho Power programs and project timing. Bennion said bids for lighting and roofing will be issued and returned ahead of the end of the school year so projects can begin over summer.
