Board adopts three personnel and conduct policy updates, rescinds charter-school policy

The Blaine County School District Board of Trustees approved three policy updates and rescinded its charter-school policy during its Jan. 14 meeting.
Board members voted to update policy 412 (employee conduct), policy 418 (personnel conflict of interest) and policy 540 (maintenance of orderly conduct). Each policy update was presented as part of the district’s third-quarter policy review; Board Counsel Jill Belenka provided model-language input and the policy committee, director Blackburn, Superintendent Fowdy and Assistant Superintendent Johnson reviewed the drafts. One optional language section in policy 412 remains italicized in the draft to indicate it is discretionary.
Trustees also approved a motion to rescind policy 206 (charter schools). Board Counsel advised that rescinding the charter policy was appropriate because the district currently has no charter schools. The rescission was placed on the action agenda with council’s recommendation and carried by voice vote.
All three policy updates and the rescission passed by voice vote with no recorded no votes or abstentions. Trustees asked for brief clarifications during discussion about Jill Belenka’s role as board counsel and how the policy review process works: counsel provides a model policy, staff and the policy committee review it, then it comes to the full board for action.
No substantive amendments to the policies were recorded during the meeting; the district will implement the updated policy language as approved.
