San Juan commission approves on‑premise alcohol permits for two restaurants

The San Juan City Commission voted to approve conditional use permits that will allow on‑premise consumption of alcoholic beverages at two restaurants: the business identified in the record as KSNA LLC (operating as Santa Gelare) at the northeast corner of 41st Street and Veterans Boulevard, and Mariscos del Bucanero on Nolana Avenue.

Planning staff presented both items. Jorge Acia, presenting for the planning department, told commissioners the Santa Gelare site has operated as a drive‑through business since 2010 and that the applicant previously received a permit for off‑premise sales on Aug. 27, 2024. Acia said the new request would allow customers to open bottles onsite and that hours of operation would remain Monday through Friday 10 a.m. to midnight, Saturday 10 a.m. to 1 a.m., and Sunday 10 a.m. to 11 p.m. He said staff had mailed notices to property owners within 200 feet and had received no comments for or against the request.

Natalia, who identified herself as representing the Santa Gelare owner, told commissioners the business would comply with the planning checklist and state requirements.

For Mariscos del Bucanero, Acia said the applicant requested wine and beer to complement food service. He summarized that staff mailed notices to 16 nearby property owners and received no comments for or against the request.

Commissioners moved and seconded the motions to approve each conditional use permit; the commission recorded the voice votes as “aye” and the chair stated the motions carried.

Both approvals are conditioned on compliance with the Texas Alcoholic Beverage Commission requirements and any additional city permits that may be required for a different type of liquor license.

The permit approvals conclude the public hearing portions of those agenda items; planning staff closed both hearings before the votes.
