City staff and consultant DTA presented an initial “rough order of magnitude” fiscal analysis of annexing the approximately 1.1‑square‑mile El Camino Village unincorporated area (about 1,761 parcels, roughly 2,804 households and an estimated 8,825 persons served under the model used). The analysis focused on general‑fund impacts for police, fire and libraries and noted significant capital needs and recurring costs if the city were to provide Torrance‑level services in that area.
