Joint committee adds 'clear language' to maintenance packets to make appropriation conditions explicit

Legislative Services Office staff told the Joint Finance and Appropriations Committee on Jan. 15 that maintenance‑budget packets will now include standardized “clear language”—conditions, limitations and reporting requirements—so appropriations and legislative expectations are explicit and enforceable.

Keith Bybee, division manager for budget policy analysis at the Legislative Services Office, walked the committee through the new packet format, which adds a third column showing the committee’s recommendation alongside the agency request and the governor’s revised recommendation.
