The Torrance City Council voted Jan. 14 to move forward with the first six utility‑box art wraps, selecting designs recommended by the Cultural Arts Commission.
Monica Hart of Community Services presented the program and said the commission reviewed 84 submissions from 35 artists and recommended 13 artworks for consideration; council members then indicated favorites and staff confirmed placements for one box in each council district.
Council members gave their district preferences from the commission’s recommended set; staff said at least one submission had requested a specific location and that the program is expected to expand with additional sponsorships and school‑based or local artist calls in future cycles. The council also confirmed that the wraps will be graffiti‑resistant and that staff will notify businesses and residents as the program expands.
The council’s vote approved the commission’s recommendations for the initial implementation and authorized staff to proceed with final confirmations and installations.
