JFAC accepts governor—s $920,000 technical budget revision; corrects CEC recommendation language

The Joint Finance and Appropriations Committee on Monday accepted a set of technical revisions to the governor's proposed budget and approved corrected language for the committee's CEC recommendation letter.
A memo from the Division of Financial Management submitted Friday described a total package of revisions of about $920,000 to the governor's recommendations. "There were a couple of things that after we submit it and we work together, we find that we've either need a correction or left out," Ms. Wolf said while briefing the committee on the memo.
Frances Lippitt, a budget and policy analyst with Legislative Services, told the committee the corrected CEC letter clarifies two points the committee had already voted on. "The committee's recommendation was to fund a salary increase for state employees of a dollar 55 per hour per FTP," Lippitt said. She added that the committee separately recommended a 4.5% market-based increase for IT and engineering employees "in addition to that dollar 55 per hour per FTP."
The DFM memo Lippitt summarized broke the $920,000 revision into four items: a $45,000 adjustment to SWICAP billing for the Legislative Services Office placed in the general fund; an $870,000 correction tied to the Idaho Digital Learning Academy calculations; a $5,000 change at the Department of Health and Welfare for employees falling below a new pay grade; and a technical, $0-impact correction to Idaho State University's endowment fund adjustment.
After Lippitt presented the corrected letter, Chair Harmon asked for unanimous consent to accept the technical changes. "I ask for unanimous consent that we accept these technical revisions to the letter from the CEC committee," the chair said, and with no objection the request was ordered.
The committee did not debate the figures in detail during the brief presentation; members had been given the DFM memo in advance and Lippitt offered to answer follow-up questions.
Looking ahead, the technical revisions will be reflected in the committee's program maintenance work this week as the panel continues budget hearings across agencies.
