Council: resolutions on watershed partnership and telecom challenge pass; multiple first readings held; motions approve two conditional uses

Twinsburg City Council met on Jan. 14 and conducted first readings of multiple ordinances, adopted two emergency resolutions, approved two conditional-use permits and took several other procedural votes.

Among the legislative items read on first reading were Ordinances 01–04 (each describing public improvements and service payments in lieu of ad valorem real property taxes, citing Ohio Revised Code sections 5709.40, 5709.42 and 5709.43) and Ordinance 05-2025 (authorizing the mayor to enter into an agreement with Formtek Incorporated under the Twinsburg occupancy program). The council did not take final votes on those ordinances; all were listed as first readings.

Resolution 06-2025, a memorandum of understanding with Tinkers Creek Watershed Partners Inc., was placed on third reading by suspension of the rules and adopted as an emergency. The motion to suspend the rules passed on a roll call (Yes: Mister Post; Yes: Missus Walker; Yes: Mister Barr; Yes: Mister Bonacci; Yes: Missus Labbe; Yes: Mister Bellen) and final adoption of Resolution 06-2025 passed 6-0 as an emergency.

Resolution 09-2025, a resolution supporting the Ohio Municipal League's challenge of AT&T at the Public Utilities Commission of Ohio, was likewise suspended and adopted as an emergency; suspension and adoption each passed 6-0 on roll call.

On zoning matters, Ordinance 07-2025 (rezoning property at 1816 East Aurora Road, parcel 64-00589, from C-2 commercial to R-5 single-family open-space cluster residential) was read on first reading and council voted to send it back to the Planning Commission for review. The motion to send Ordinance 07-2025 to the Planning Commission passed by roll call 6-0; the Planning Commission will consider it at its Jan. 27 meeting and a public hearing will be held at council on Jan. 28 at 6:30 p.m. Ordinance 08-2025 requests the Summit County Board of Elections place the rezoning question on the May 6, 2025 primary election ballot; that ordinance stood on first reading.

Under motions from the Planning Commission (from its Dec. 16, 2024 meeting), council approved two conditional use permits: one for a self-storage facility near Old Mill and Darrow Road in an IM (Innovation and Manufacturing) zone, and one for a basketball training facility at a Darrow Road address in an IM zone. Both motions passed by roll call vote 6-0.

Council also approved the minutes of Dec. 10, 2024 and the special meeting of Jan. 2, 2025 (roll call recorded unanimous approval) and granted an excuse for Councilmember Bill Fury for the Jan. 14 meeting (roll call 6-0). The meeting adjourned at about 8:06 p.m.
