RDA approves several routine redevelopment items: planning options, homebuilder agreement, down-payment assistance administrator and final contractor payments

The Green Bay Redevelopment Authority approved a slate of routine RDA actions that drew limited discussion.
NeighborWorks Green Bay was selected to administer the city's down-payment assistance program using $50,000 from the HOME/CDBG budget. Staff said NeighborWorks was the sole applicant and that the organization has prior experience administering similar programs for the city. The RDA approved the selection by motion and vote.
The RDA authorized a three-month planning option for Deals Development and Partnership Capital for three vacant lots (1118 North Van Buren, 724 North Coherent, and 910 River Street) where the developer proposes five townhomes. Staff said the developer offered $35,000 for the lots and requested the option to finalize financing and design feasibility; the RDA approved the planning option.
A one-year development agreement was approved with Nancy Livingston, working with Ditry Builders, for construction of a two-story, owner-occupied single-family home at 601 Saint George Street. Staff said the RDA will sell the lot for $12,000 and retain a city easement for the adjacent trail. The agreement allows for extension requests if construction is delayed; RDA staff said extensions have been granted in prior cases when reasonable progress was shown.
The RDA also approved final contractor payments for completed public works projects: a final payment to Peters Concrete in the amount of $21,663.58 for the North project (contract summary provided to the RDA) and a final payment of $5,678.70 for sidewalks, Hart Street resurfacing and alley resurfacing (contract CG-21-01). Staff described these approvals as formality to allow warranty periods to begin.
Each motion was moved and seconded and carried. Details and follow-up tasks will be handled by staff; several items will proceed to Council or administrative completion as required by city process.
