The Apopka City Council on Wednesday approved a slate of agenda items spanning utilities, land use, public events and the city budget.
Utility upsizing — Willow Run: The council authorized a utility upsizing agreement with MI Homes of Orlando LLC for a Willow Run subdivision project. MI Homes will construct larger mains (16-inch water main and 16-inch sanitary force main) than the minimum needed to serve their development so the city will have mains sized for future growth. The agreement reimburses MI Homes for the materials-only cost difference between the smaller mains the developer needs and the larger mains the city requires; staff referenced an engineer’s opinion of probable cost included in exhibit C of the packet. Motion to approve the agreement passed unanimously.
Special events and road closures: The council authorized a special-event license with the South Apopka Ministerial Alliance for the Martin Luther King Jr. parade and approved associated road closures for the Jan. 20 event (Central Avenue, Station Street and Marvin C. Sanders Avenue corridors), and separately approved a street-closure request for Main Street Apopka’s Showcase of Cars on Feb. 2. Police staffing for the parade will be handled through overtime and shared coverage where the route extends into unincorporated Orange County; the supervisor of police clarified that parts inside city limits are covered by the city and mutual-aid arrangements cover the county portions.
Ordinances and zoning: The council took action on multiple land-use ordinances: - Ordinance No. 3067 (future land use change from County Rural to Mixed Use for ~54.85 acres at Andich/ Effie Drive): Adopted on first/second reading as presented (motion carried unanimously). - Ordinance No. 3068 (zoning change from County A-1 Citrus Rural to Mixed Use for same property): Adopted (motion carried unanimously). - Ordinance No. 3078 (comprehensive plan amendment for ~116.94 acres south of West Kelly Park Road): Adopted on second reading (motion carried unanimously). - Ordinance No. 3085 (small-scale future land use change from Commercial to Industrial for 2.28 acres at 91 S Bradshaw Road): Accepted on first reading; second reading and adoption scheduled for Feb. 5.
Budget amendment — Resolution 2025-06: The council approved budget amendment number 5 (presented by Finance Director Blanche Sherman) to roll forward funds and appropriations from fiscal 2024 to 2025 for ongoing purchase orders and capital projects. Staff said the amendment includes obligated purchase orders (POs) and unobligated carryovers; the packet identified an “obligated” total of roughly $39 million in POs and an unobligated remainder of roughly $27 million as of the Sept. 30 reporting date. The motion to adopt the resolution passed unanimously. Council requested a breakdown of how long unobligated carryover projects have been pending and asked that those figures be supplied during the upcoming budget process.
Consent and other routine items: The council also approved an 11-item consent agenda and approved minutes and other routine administrative items.
Ending: Where items required further detail (e.g., utility-cost exhibits or multi-year carryovers), council asked staff to return with supporting documents at forthcoming meetings.
