Board awards Joanne Austin roof contract to low bidder; project budgeted under $1 million

The Newberg School District 29J Board of Directors voted Jan. 14 to approve intent to award the Joanne Austin Elementary School roof project to the low bidder, McDonnell & Weddle, for approximately $970,000.

District staff said the project was included late in the bond work list after a number of roofs installed in a prior bond showed premature failure. The board was presented seven bids; staff recommended accepting the low bid. The project will replace the existing roof and includes an alternate to install a buildup (multi-layer) roof system and a metal skin under an entrance canopy that staff said was deteriorated. The low bidder’s alternative to install a buildup roof was less expensive than a single-ply option from other firms, district staff reported.

Why it matters: The board said the work is intended to prevent further interior damage and mold risk at Joanne Austin and to extend the life of the building envelope until the district’s next capital bond. Staff and board members emphasized the work will be done in the summer and will not disrupt the school day.

Discussion and vote: Presenters described the district’s evaluation of past roof performance, the bid process and the choice of a more robust buildup roof where financially feasible. Board members asked about long-term durability and schedule; staff said the work will begin after school ends and be complete before teachers return. A motion to approve the intent to award the contract to McDonnell & Weddle carried unanimously.
