Liquor board approves multiple transfers; Kitty’s Lounge approval tied to 48‑hour MOU with Waverly group

The Board of Liquor License Commissioners for Baltimore City on Jan. 16 approved a batch of license transfers and new restaurant licenses and placed a firm condition on one transfer after neighborhood testimony.

The most consequential action came on the application to transfer ownership of Kitty’s Lounge, 3208 Greenmount Avenue. The board approved the transfer but made the approval contingent on a signed memorandum of understanding (MOU) between the new owner and the Waverly Main Street Association; the chairman required the MOU to be executed and delivered to the board within 48 hours.
