Votes at a glance: Commission approves multiple contracts, appropriations and emergency notes; supports PUCO challenge

At the meeting the Springfield City Commission considered and voted on a series of ordinances, contracts and resolutions. Most items passed by unanimous roll call. Key approvals included bond-anticipation notes for water and sewer projects, contracts for service, supplemental appropriations, procurement confirmations, and a resolution supporting the Ohio Municipal League's challenge to an AT&T tariff application at the Public Utilities Commission of Ohio (PUCO).

Major finance and infrastructure items approved (first reading, second reading, or emergency adoption as shown in the meeting):

- Various-purpose note issuance in a maximum principal amount of $11,984,000 to support water, sewer and fire facility improvements including water-line replacements, wastewater treatment plant rehabilitation, combined-sewer overflow mitigation, and fire-station construction. Staff said the city will use $2.5 million in ARPA funds to reduce the Thompson Avenue fire station cost to taxpayers and intends to issue long-term bonds in 2026 to finance these projects.

- Two notes related to the advanced metering infrastructure (AMI) project: a sewer portion note (maximum principal $1,890,000) and a water portion note (maximum principal $1,890,000 or closely reported as $1,801,090 in one item), for a combined short-term issuance to fund AMI work. Staff said AMI is a four-year project totaling just under $8 million.

- Amendment number 11 to the professional engineering agreement with Strand Associates, Inc., to modify hourly rates and extend the project completion date for the combined-sewer-overflow long-term control plan (confirmed and approved related expenditures from Jan. 1, 2025, to passage of ordinance).

- Renewal/extension of the street-sweeping contract with DSS Sweeping Service Inc. for an amount not to exceed $225,795 (first renewal of a two-option-year contract; staff noted the city also operates its own sweeper).

- Contract with Brintag Mid South Inc. for purchase of sodium hypochlorite for the wastewater treatment plant in an amount not to exceed $205,200 (approved by roll call).

- Confirming and approving change order No. 2 with Jess Howard Electric Company decreasing that contract by $209,113.74 for runway visual guidance system work (project completion extended).

- Confirming and approving a first amendment to a water and wastewater infrastructure program grant agreement through the Ohio Department of Development to extend the grant to June 30, 2025.

- Authorizing a quick-claim deed conveyance of property on Clifton Avenue to Neighborhood Housing Partnership of Greater Springfield Inc. for construction of seven single-family homes.

- Authorizing a three-year agreement with the Small Business Development Center (SBDC) for administrative funds not to exceed $125,000 per year (July 1, 2024–June 30, 2027), total not to exceed $375,000.

- Authorizing support for the Ohio Municipal League's challenge to AT&T's tariff application at the PUCO (resolution adopted unanimously).

Other routine items approved included supplemental appropriations, confirmations of purchases and services, and appointments to the Board of Building Appeals (John Paulson and Edward McCall). Many of the items were adopted as emergencies and recorded by roll call with all five commissioners voting yes.
