Planning board refuses to find Loudoun Road bank application complete

The Concord Planning Board declined to find the major site plan application for a proposed 3,672-square-foot bank at 111 Loudoun Road complete, ending consideration for the evening and deferring any public hearing until the applicant submits required materials.

Community Development staff noted multiple missing elements in the Novus Group/Bangor Savings Bank filing and recommended the board not set a public hearing because the packet lacked items that affect building height, site layout, and other determinative factors. A staff member referenced the city’s site plan regulations and said the application did not contain “all the elements required by the site plan regulations.”

Board member Matt Hicks was identified in the discussion as leading efforts to ensure applications are deemed complete only when they actually meet filing requirements. The applicant’s attorney had argued some items were minor and requested a completeness determination to avoid scheduling delays; the board disagreed and voted not to find the application complete.

Planning Board members voted verbally in favor of the motion that the application is incomplete; the chair said the motion carried. Staff will notify the applicant and the item will return to the board when the filing is complete; the board noted that if an application is determined complete at a future meeting the public hearing could be scheduled in the same meeting.
