General Manager Jonathan Abood told the board the reorganization consolidates rapid growth in public‑works responsibilities — including parking and transportation implementation, public‑art projects, a tree policy and expanded waste diversion programming — into a formal department structure. The revised organization replaces two earlier, narrower program manager positions with roles designed to provide greater capacity for grant writing, project delivery and ongoing program supervision.
The board approved the change by motion; staff reported the additional cost to the district for the remainder of the fiscal planning period is approximately $3,000 compared with the temporary staffing model the district used in the last quarter. Job descriptions announced at the meeting list responsibilities for the director to include oversight of pavement/public‑infrastructure coordination, grant development, data collection and partner relations; the program manager will focus on compost and waste‑diversion operations, volunteer management and move‑out/move‑in programs.
Board members asked for written job descriptions and a clear chart of reporting relationships; staff agreed to provide a written memo and a zoom‑friendly org chart in advance of the next meeting.
