Isla Vista Community Services District staff presented an early plan for the 2025 spring festival on Jan. 14, proposing expanded safety services, a temporary sobering center at the community center, more on-site emergency medical technicians and additional traffic controls.
Maya, the district's events lead, outlined objectives to keep the event “safe” and “local,” with proposals that include increasing on‑site EMT coverage from four to eight, reintroducing a pre‑event Party‑Safety workshop, offering free food and water, and dedicating space for local arts and musicians. She recommended a sobering‑center pilot inside the community center to reduce ambulance transports and lessen strain on hospital emergency departments.
Maya said the sobering‑center proposal is exploratory and would rely on external partners; she described early outreach to a Good Samaritan‑affiliated sobering‑center operator and the Isla Vista Neighborhood Clinic as potential collaborators. The proposed model would allow people who are too impaired to safely get home but do not need hospital care to rest under EMT/nursing supervision, charge phones, and get reunification help.
Other proposals included a free breakfast program the morning after the event to reduce early‑morning medical calls, expanded safety stations, reuseable event structures to reduce rental costs over time, and targeted traffic control measures on Embarcadero del Mar — including staffed pedestrian crossings, a temporary crosswalk linking the community center bathrooms to Little Acorn Park and a designated inland Uber/Lyft pickup zone to keep ride‑shares away from the busiest corridors.
Board members asked about harm‑reduction supplies; staff said they plan to include test strips, naloxone (Narcan) and safety kits and to continue the district’s vending‑machine harm‑reduction offerings. Staff said a draft budget is linked to the presentation and a final budget will be brought back for board approval in March.
Board members generally endorsed the proposals and encouraged coordination with county public works on closures and with IV Safe and other partners on safety messaging. Staff will continue partnership discussions and return with a final budget and operational plan.
