Spencer Brand was elected president of the Isla Vista Community Services District Board of Directors at the board's Jan. 14 organizational meeting; Edward Alote was elected vice president.
The votes came during the board's annual organizational session where members also reviewed committee rosters, identified representatives for the district's IV Safe task force meeting on Feb. 5, and approved the District's regular meeting schedule for 2025.
The president and vice president elections were handled by motion and voice vote during the public meeting. Board members debated whether to delay some leadership or committee changes until an open board seat is filled; the board ultimately moved forward to ensure representation for early‑February meetings.
The board named itself to several standing and ad hoc committees and announced that some assignments would be revisited after the incoming board member is seated. For the Feb. 5 IV Safe meeting the board designated Director Topliffe, Director Palat and Director Dashler (as available) as the district's representatives for that session and instructed staff to complete related notifications.
The board also approved by motion the regular meeting schedule for 2025 (Resolution 25‑1), preserving the pattern of second and fourth Tuesdays; the board noted one July meeting date remains flexible pending the summer budget calendar.
The agenda began with a consent agenda; the board pulled one item (the Land Use Community Center Facilities Use Agreement) for separate work and approved the remainder of the consent agenda by motion.
No fiscal action beyond routine approvals was taken in this organizational segment; several committee assignments and ad hoc appointments were deferred for reconsideration once the district's vacant seat is filled in late January or early February.
