Brownsville — The Brownsville City Council on Jan. 14 adopted Resolution 1076, establishing a city policy that restricts carrying and storage of firearms on city‑owned property as applied to city employees and city operations.
City Attorney Attorney Banks told the council he drafted the policy after consulting state guidance and said it "allows the storage of firearms and ammunition ... by permit holders" while carving out exceptions for law enforcement and court personnel, who may carry while performing official duties. "Law enforcement officers are allowed to carry 24/7 on basically any and all properties," Attorney Banks said during the presentation.
Council members asked how the policy would be enforced and raised practical scenarios, such as whether an employee picking up trash could carry a firearm while working. Attorney Banks clarified that the policy covers city employees while on city property and that employees would not be permitted to keep firearms in city vehicles; he said employees would need to keep firearms in their personal vehicles if they were not covered by an exception. "If a city employee goes to Webex Park to empty garbage cans... then this applies to them," Attorney Banks said.
Council members also noted that state law governs civilian carry on city property: Attorney Banks said nonemployees and visitors are subject to Tennessee state law and not covered by this municipal employee policy.
After discussion the council approved Resolution 1076 by voice vote.
