Staff said the federal funds will be used initially for design and that the Canal Corp funding becomes the local match so no city general‑fund appropriation is required for the match. The council adopted the amendment at the Jan. 15 meeting.
Officials described the procurement process for a design consultant as recently completed; staff said design and permitting will take about a year, with additional construction funding still needed for later phases. Presenters estimated the full construction will require more federal or state grant rounds and could be a multi‑year timeline before final construction begins.
