The Florence City Planning Commission recommended annexation and commercial-general zoning for a small parcel at the intersection of Gilbert Drive and Freedom Boulevard that had remained outside a previous annexation.
Miss Lane explained the site is the leftover tip of a parcel set aside when Freedom Estates subdivision was annexed and developed. The larger adjoining property was zoned RG-3 for the subdivision while the corner was intended for commercial use. The applicant has purchased the remaining portion and requested annexation and commercial-general zoning to complete that original intent.
Several Freedom Estates residents spoke against commercial zoning. Nina Green said residents preferred residential uses or a park because the neighborhood includes children and older residents who walk and exercise; she also raised concerns about fencing and crime. Britney Snee asked that any business avoid light pollution and other negative impacts on the neighborhood.
Commissioners voted to approve the annexation and zoning recommendation. Planning staff noted that any future commercial development would need to meet buffer-yard requirements and light-control measures since the parcel directly abuts a residential area. Staff and commissioners reminded residents that City Council would make the final decision and offered another opportunity for public comment at that stage.
