During early public comment at the January 14 Commissioners Court, resident Richard Franklin urged commissioners to address two local concerns: a newly opened county clinic that he said is fully booked and long delays constructing a bond-funded road in the Hornsby Bend area.
Franklin said the Harold Green county clinic, which opened in October of either last year or the year before, is already at capacity. He said callers told him Central Health does not book more than two months in advance and that new appointment openings were listed as far out as June; he also said a family member was told an appointment would be in August when she sought care during an emergency visit.
On roads, Franklin said a road financed by a 2017 bond has not been constructed and that his neighbors were told they could use a private road associated with Tesla but that, after contacting Tesla, they learned that private-road access is not part of current plans. He told the court he believes constituents have “paid for” road work they cannot use and urged commissioners to review delays affecting Hornsby Bend residents. Franklin requested that the court examine the timeline; he estimated a multi‑year schedule for planning and construction and said he would follow up with documents he has shared with some commissioners.
Judge Andy Brown acknowledged the comments. No court action was taken on the issues raised; the remarks were entered as public comment.
