DCF seeks to consolidate CCWIS funds and fund feasibility study as office of child support prepares to exit legacy mainframe

The Department for Children and Families told the House Appropriations Committee Thursday it is consolidating carryforward funds for the Comprehensive Child Welfare Information System (CCWIS) and requesting one-time funding for planning for an Office of Child Support (OCS) mainframe transition.
Megan Seaton, DCF financial director, told the committee the department plans to move $1.8 million of carryforward funding into a one-time appropriation and that, combined with other appropriations, DCF has $7,800,000 allocated for CCWIS. Seaton said CCWIS funding receives a 50% federal match, which the department described as making roughly $15.6 million available for the project once matched.

Separately, the Office of Child Support is expected to be among the last divisions on the state’s legacy mainframe; DCF is requesting $1,000,000 for a feasibility study and transition planning, with a federal match covering 66% of the cost and a roughly $340,000 general-fund share.
Seaton said the department went out to RFP for CCWIS in the spring, reissued the RFP after required changes, and expects to re-issue it again soon after federal review. DCF said it intends to proceed modularly, beginning with core case management functions and coordinating closely with the Agency of Digital Services.
On the Office of Child Support transition, Seaton said OCS issued a request for information and received cost estimates; federal rules require a feasibility study before federal funding will be approved for a replacement system. The department described the OCS feasibility request as 66% federally funded and said the general fund share would be about $340,000 for the $1,000,000 line item.
Ending: DCF told the committee the CCWIS and OCS transitions are multi-year projects that will require additional procurement and federal approvals; department staff said completing initial procurement and modular implementation will inform when additional federal draws — including potential Title IV-E eligibility implications — become available.
