CTA construction update: Red Line Extension full‑funding agreement signed; RPM and station projects advance

Bill Mooney, chief infrastructure officer, updated the board on several capital projects and highlighted the Jan. 10 signing of a federal full funding grant agreement for the Red Line Extension.
Mooney showed progress photos from system projects including Canal/Berry/Damon substation upgrades, the Harlem bus bridge, Racine and Morgan station improvements and the recent completion of the CTA 2024 Refresh & Renew program (29 stations and 14 bus terminals). On the Red‑Purple Modernization (RPM) project he said crews are commissioning the final sections of new track, installing sound panels and precast station panels, and finishing interior granite and tile work at several stations.
Mooney also noted the ceremonial signing of the federal Full Funding Grant Agreement for the Red Line Extension and thanked the many team members and interagency partners involved in securing the nearly $2 billion federal commitment.
Juan Pablo Prieto (director of diversity programs) reported on contracting and workforce metrics tied to RPM and other projects: as of November RPM had 121 unique DBE (disadvantaged business enterprise) awards totaling nearly $292 million; $189 million in design‑phase payments had been made, putting prime contractor DBE attainment at about 17.5 percent. Workforce reporting showed 2,557 unique workers logged more than 2.1 million labor hours and earned roughly $127 million in wages.
Mooney and Prieto described outreach events in late 2024 and early January aimed at recruiting DBE firms and workers for upcoming work, including a DBE application drive and meetings with community business groups to brief firms on upcoming Red Line Extension opportunities.
Why it matters: The Full Funding Grant Agreement advances a decades‑long promise to extend the Red Line; RPM and station work will change access and construction impacts in multiple neighborhoods. DBE and workforce metrics indicate early participation but remain metrics to track as larger procurement and construction phases proceed.
