Los Angeles City Council members on March 28 approved an amendment allowing playground equipment at the Wilshire Boulevard Temple school site after extensive public comment and additional conditions from the council and planning committee.
Neighbors told the council they had negotiated with the school during earlier approvals to avoid playground equipment on the site's residential edge. Speakers said the temple's later change to place play equipment on the perimeter breached prior understandings and would increase noise, traffic and intrusion on a quiet residential block.
Rabbi Harvey Fields, speaking for Wilshire Boulevard Temple, said the school had tried to be sensitive to neighbors and that the proposed equipment would serve kindergarten through second‑grade children. The temple also said the school would comply with committee conditions.
Councilwoman Mysikowski and other council members said the zoning administrator had approved modifications and that additional conditions would be added to address noise, hours, the number and ages of children permitted on the perimeter at any time, and continued neighborhood traffic management. Councilwoman Walters said she supported the decision and emphasized that the children's needs must be balanced with neighborhood impacts.
Action and vote: The council voted to approve the planning committee report as amended (item 10). The roll call was recorded as "10 ayes." The approval includes tightened conditions limiting play equipment use to the stated ages and numbers, limits on hours, and continuation of neighborhood traffic management oversight for an additional three years.
Why it matters: The decision balances the school's space and program needs for young children with neighbors' longstanding concerns about noise, parking and perimeter playground placement. The council attached detailed conditions and extended traffic management provisions to try to prevent future conflicts.
Implementation notes: The temple agreed to comply with the conditions; the council placed stronger limits on over‑the‑counter plan amendments so future changes must return to the community and public hearings.
