The City Council on March 28 approved an amended Porter Ranch community plan and the associated development agreement following public comment about development density, infrastructure costs and water availability.
Marilyn K. Stout spoke in opposition, delivering a resolution from the County Democratic Party and arguing the project would accelerate sprawl and place fiscal burdens on taxpayers for water, sewers and schools. Stout and others pressed the council to scrutinize maps and lot sizes and to demand stronger cost‑benefit analysis.
Councilman Burnson, representing the area, described the pending action as a reduction of roughly 50% of previously planned commercial space and defended the plan as the product of years of work with the Citizens Advisory Committee and planning staff. He said the plan includes three school sites and a reduction in commercial square footage, and urged a yes vote.
Action and votes: Under city attorney direction the council took two required votes: first on the zone change and specific plan, and then on the development agreement. The clerk recorded unanimous support on each roll call: the transcript records the votes as "11 ayes" for both parts. Both items were approved forthwith.
