Sunbury council approves ODOT maintenance agreement, wastewater fee increases and sewer connection changes

The measures move forward changes the administration said are needed to keep projects on schedule and to fund the city’s wastewater system. Council also suspended rules to allow immediate enactment on several ordinances; multiple rezoning applications were read for the record and will return for later votes.
The council voted 7-0 to authorize a maintenance agreement with the Ohio Department of Transportation to allow work related to state-owned roadways to proceed. Council members said the agreement was requested by ODOT so the agency could keep its public-bid schedule. The motion to pass the resolution was seconded by Mister Grumley. (Roll call: Mary Saint John — yes; Mister Grumley — yes; Mister Martin — yes; Missus Cooper — yes; Mister Goss — yes; Mister Ayer — yes; Mister Cappell — yes.)
On wastewater charges, council voted to suspend the rules and adopt Ordinance 2025.04, which increases user fees for the city wastewater treatment system, and Ordinance 2025.05, which amends sewer connection charges to add a 5/8-inch connection charge and other adjustments. Council voted to suspend rules on 2025.04 on a motion by Mister Martin with a second by Miss Dreyer; the emergency motion and the ordinance passed (roll calls recorded in the minutes). The roll call on Ordinance 2025.04 shows one abstention by Mister Goss and six yeas; the measure passed. Ordinance 2025.05 passed on an emergency basis by a 7-0 vote.
Council also approved Ordinance 2025.08, consenting to preliminary participation with the Ohio Department of Transportation for enhancements to Sunbury Parkway — including decorative fencing and an entry feature — so ODOT can include the city’s design in upcoming bid materials. Council members noted the design packet and said the proposed gateway signage will sit over the drive lanes; the ordinance passed by a 7-0 vote.
Several land-use items were read for the record and not voted: Ordinance 2025.06, an application by KCH Investments LLC to rezone roughly 1.353 acres on State Route 37 East to Planned Commercial District; Ordinance 2025.07, an application by Metro Development to rezone approximately 6.369 acres on State Route 37 East to Planned Commercial District; and Ordinance 2025.03, a second reading on erosion and sediment control standards. Resolution 2025.02 (establishing a joint recreation district under Ohio Revised Code section 755.14(C)) and Resolution 2025.01 (a mutual-aid agreement for emergency police protection in Delaware County) were listed at first or second reading and were not acted on. Resolution 2024.19 remained tabled.
