Board members voted by roll call on both items; Trustees Kaminski, Cooper, Christiansen and Napier voted "aye," while Vice President Kelly, Clerk Wood and Trustee Sweeney were absent for the votes. The motion to appoint Lynch was moved by Trustee Kaminski and seconded by Trustee Napier. The motion to approve the salary range was moved by Trustee Napier and seconded by Trustee Cooper.
The board resolution authorizing the salary range directs the superintendent search committee to use that range in recruitment materials and indicates the exact salary for the next permanent superintendent will be set when a final candidate is selected; board materials said that decision is expected in March.
The salary action drew comment from Val Bowman, president of the Tehachapi Association of Teachers, who told the board during public comment that the proposed starting range represents a substantial increase compared with historical superintendent pay in the area and far exceeds typical increases offered to district teachers this year. Bowman said the discrepancy could harm morale and prompt employees to seek work elsewhere.
No changes to employment contracts or a final hire were made at the meeting; the board approved only the appointment of Lynch as the board's secretary and the recruitment salary range to be posted with the superintendent job announcement.
The district will continue the public search process; the exact salary for the incoming superintendent will be set by the board and posted with the final employment offer once a candidate is selected.
