County holds second public hearing on 2025–2029 consolidated plan; HUD submission planned for May

Hamilton County held a second public hearing on Jan. 16 for its 2025–2029 Consolidated Plan, the five-year strategy required by the U.S. Department of Housing and Urban Development to guide Community Development Block Grant, HOME Investment Partnerships and Emergency Solutions Grant spending.
Gains Brown III, program manager in the county’s Community Development Division, said the hearing is part of HUD’s public-comment requirements. He said notice of the hearing ran in the Cincinnati Herald, the County Court Index and on the county’s Community Development webpage. Brown noted the county previously held a first hearing on Nov. 21, 2024 and that representatives from the City of Springdale and Freestore Food Bank provided feedback at that session.
Brown told the commissioners the county plans to return in March with an overview of the 2025 annual action plan and to hold two additional public hearings before requesting approval of the consolidated plan and the 2025 annual action plan in April. He said both plans will be submitted to HUD by May 16, 2025, the stated deadline.
Commissioners asked for next steps and staff confirmed the timeline. There was no vote required on the consolidated plan at this hearing. Following the staff presentation and public-comment period, Commissioner Driehaus moved to close the public hearing; the board approved the motion by roll call.
No substantive changes to the draft plan were made in the meeting; staff will return with the action-plan presentation and additional hearings as part of the formal approval process ahead of the HUD submission deadline.
