Board agrees to set special-tax measure for Texas Hill zone; election cost, voter base discussed

The Board of Supervisors unanimously approved a resolution on Jan. 14 to submit a special tax increase to voters in the Texas Hill zone of benefit to provide road improvement, maintenance and street-lighting services.
Transportation Director Rafael Martinez said the zone’s advisory committee requested the ballot measure because their existing rate no longer covers maintenance needs; the advisory body approved placing the proposed increase on the ballot. Martinez told the board the zone contains approximately 109 parcels and about 184 registered voters; the committee understands the zone will cover election costs estimated at roughly $1,200.
Why it matters: A zone of benefit is a local assessment area of property owners who agree to a dedicated special tax to finance maintenance where no homeowners’ association or similar funding source exists. The Texas Hill ballot would tax only parcels inside the zone if approved by voters, officials said.
Board action: The board opened a public hearing, received supportive comments and unanimously approved placing the measure on the ballot; a motion to set the measure for election passed 5-0. The transportation department said the election cost would be borne by the zone and that detailed ballot language and the final resolution would be prepared for the board’s review.
Ending: If voters in the Texas Hill zone approve the measure, the increased revenues will be dedicated to road maintenance and street lighting in that defined benefit zone.
