The annexation is the fourth and final public hearing required before the council’s first vote on the ordinance; the council approved the first vote on Jan. 14. Council staff said the annexation was requested by neighborhood representatives and noted the property owners sought access to a sustainable water source.
Public comment: Colby Norris, a resident who said the neighborhood pursued annexation for three years and won a ballot measure Nov. 5 with about 70% in favor, urged the council to approve the annexation so the area could receive municipal water.
Vote and immediate effect: After the public hearing the council voted to annex the property (unanimous vote). Council staff explained the process: approval on Jan. 14 is the council’s initial vote on the annexation ordinance, with a second vote scheduled in a later meeting (statutory second reading/confirmation to follow as required by council procedure).
What changes: Annexation will subject the properties to city zoning and municipal services; staff said future steps include scheduling the second vote on the ordinance and coordinating water-service planning with utilities staff.
