Spencer, the project engineer, told the joint board that the annexation comprises two small areas — one in Dickinson County (about 12 acres) and one in Osceola County (three parcels totaling about 23.5 acres) — which together total about 35.5 acres and are drained into JDD 3. He said the parcels are “materially benefited by Joint Drainage District 3” and are not currently being assessed; the annexation would include them in the coming reclassification.
Why it matters: the annexation formally brings the small, previously unassessed parcels onto the district assessment schedule and pairs with ongoing reclassification work that will set new assessment shares for landowners. The construction project for JDD 3 is already largely complete; final cleanup and tile repairs were described as spring punch-list items.
Contract and construction update: the engineer reported the contractor has installed the 42-inch and 36-inch pipe runs and is working on 24-inch and 15-inch sections. He estimated the project was about 89% complete and said, with favorable weather, the remaining pipe work could take roughly three weeks of good working days. He said some televising (camera inspection) of newly installed pipe is scheduled for the first week of February to check for any remaining issues and that final grading and cleanup would likely happen in the spring.
Pay application: staff recommended approving pay application No. 6, which covers substantial work completed in the last month (notably the remaining 42-inch and all 36-inch pipe work). The board approved the application by voice vote.
Reclassification and commissioners: as part of the reclassification process the joint board appointed Joel Bosma and Melvin Wernemont as landowner commissioners to assist with the reclassification review. The board discussed conducting commissioner review, filing the reclassification report, and scheduling a hearing in the spring.
Next steps: the board discussed a potential closed session with legal counsel to address contract closeout procedures and any damages related to elapsed contract time; staff said they would schedule that session for late January or early February. The engineer said any remaining cleanup and tile repairs would be handled under a punch list and largely completed in spring so landowners could return to planting.
