County staff say Hall of Justice energy study nears completion; annex remediation wrapping up

County administrators told the Board they are nearing the end of an investment-grade audit (IGA) for the Hall of Justice and are close to completing remediation work at the annex building.
Administration staff said the IGA will produce a full design and scope for replacing the Hall of Justice HVAC systems, upgrading several electrical panels that do not meet current code, and identifying energy-efficiency measures. "The IGA essentially develops an entire scope of work and design plan for the new infrastructure that we'll be putting in there," staff said; Lauren Donnelly of Milig (project manager) is scheduled to brief the Board next Wednesday with a high-level overview of findings and projected savings.
Annex and OPD updates: Staff said cleanup and demolition work in the annex building is largely complete and the project will move into rebuild phases. The county is arranging five office areas at the Hall of Justice and an ancillary office at the jail for the Office of Public Defense (OPD) to improve client access and confidential meeting space; the majority of OPD staff are expected to occupy the annex when tenant improvements are finished.
Other notes: Staff reminded the Board the current contract for the county shooting range ends in December of next year and that procurement work on that contract will begin this quarter. Staff also noted capital and tenant-improvement policy updates and a parks legacy update are scheduled for future meetings.
Next steps: Milig will present the IGA overview; staff will continue annex tenant improvement planning and bring policy updates to the Board in coming weeks.
