Council awards contracts for City Hall ADA door upgrades and Jensen Park improvements, using CDBG funds

The Willows City Council approved two accessibility and park projects funded primarily by Community Development Block Grant (CDBG) dollars.
For the City Hall ADA door upgrade the council authorized the city manager to negotiate a construction contract with Bilson Construction for a not‑to‑exceed construction price of $131,813 and approved an overall project budget of $178,944, including a 10% contingency. Staff said the work will automate the front and rear city hall doors and the library entry to meet the Americans with Disabilities Act standards; the project is fully funded through the CDBG award. The measure passed 5–0.
For Jensen Park, the council awarded the construction contract to Rock Creek Construction, the low responsive bidder, and approved an overall project budget of $158,690. The project will add accessible walkways to playground and picnic areas and upgrade accessible parking to current ADA standards. About $108,773 of the project is funded from the CDBG grant; park development impact fees would cover the remaining approximately $49,917 if fully expended. The Jensen Park measure passed 5–0.
City Engineer John Wenger reviewed bid results and recommended Rock Creek for Jensen Park after seven bids were opened. Wenger explained the higher line for construction management reflects required prevailing‑wage interviews, administrative documentation tied to the CDBG program and part‑time inspection needs.
Council members emphasized the projects’ safety and accessibility benefits. Council member Hanson said the new doors were long overdue, and staff noted the rear parking is the only ADA‑compliant stall and will remain accessible during construction.
Both projects are reimbursement‑based under the grant terms; staff will execute required labor‑compliance documentation and proceed with negotiated and awarded contracts.
