Council approves piggybacking CRA’s housing‑rehab contractor list; staff to launch new solicitation this year

The City Council voted unanimously (5‑0) to allow the Housing & Social Services Department to utilize a prequalified list of contractors that the North Miami Community Redevelopment Agency assembled under RFQ 56‑23‑24 for the CRA’s housing rehabilitation program.
Purchasing Director Alberto Estrada explained that the CRA board approved its list in November 2024 and staff asked to “piggyback” that list to augment the city’s own pool of vendors. Housing director (recorded in the meeting as Miss Albert Brazil) told the council the city currently has 18 contractors from a 2020 pool but only about seven are responsive; augmenting the list will allow projects to proceed without delay.
Council members expressed a continued interest in attracting more local vendors and suggested staff advertise and recruit proactively. Estrada and the housing director said the city will issue a new solicitation this fiscal year to renew and expand the pool and that staff intends to aggressively pursue local participation.
The council adopted the resolution authorizing the interim city manager and city attorney to execute agreements with selected contractors for an initial three‑year term with up to two one‑year renewals.
