Sugar Land planning commission approves Rye Hill Section 2A preliminary plat

The Sugar Land Planning and Zoning Commission on Jan. 14 unanimously approved the Rye Hill Section 2A preliminary plat, an 11.44-acre portion of the larger Rye Hill master-planned community in the city—s extraterritorial jurisdiction.

The preliminary plat for Section 2A was presented by Jessica Echols, interim senior planner, who said the purpose of a preliminary plat is "to lay out the lots and streets and ensure that they comply with the minimum lot sizes" and to show reserves and access; signature blocks, proposed easements and other final-plat items are shown on the final plat, not the preliminary plat.

The approved Section 2A plat contains 40 single-family residential lots, three blocks and three reserves. Staff said the lots in the section range from 40 to 60 feet in width (corners receive an additional 10 feet). Access to the section will be provided by Ryehill Parkway. Reserve B was identified by staff as limited to landscape and open space.

The Rye Hill development is governed by a development agreement between the city and Pulte Homes dated Dec. 5, 2023. Staff said the overall Rye Hill master plan is a mixed-use community in the city—s ETJ that will include approximately 2,335 single-family and Del Webb residential lots and up to 60 acres of flex or commercial uses north of FM 2759. For this item, staff recommended approval of the Section 2A preliminary plat as presented.

A commissioner motion to approve the Rye Hill Section 2A preliminary plat carried unanimously among members present. The commission record shows the motion and second were made during the meeting; the transcript records the item passed "unanimously among the members present." No amendments to the preliminary plat were made at the meeting.

The commission moved on to the next agenda item after the vote.
