The Sugar Land 4B Corporation approved a contract with Lou Hammond Group to provide public-relations services through fiscal year 2025 and beyond, with a total contract amount of $120,000.
City staff said the contract follows an RFP issued in September that drew six proposals; Lou Hammond’s proposal came in $20,000 under the RFP maximum and the city selected the firm for its experience with tourism and economic-development clients. The staff presentation said the contract focuses on media relations, organizing FAM tours, awards nominations and regional and national outreach; advertising, digital marketing and social media management will be handled in-house by city staff.
Meeting materials and staff remarks stated the contract amount will be split over three fiscal years and funded in part by the Sugar Land Development corporate funds and hotel occupancy tax. The board explicitly authorized using $40,000 of Sugar Land Development corporate funds and $40,000 from the hotel-occupancy tax as part of the funding plan presented at the meeting.
During the presentation, staff said the city will keep website content management, social media and much of digital marketing in-house and will contract any necessary search-engine or keyword services separately. Staff also said the city expects Lou Hammond to prioritize pitching Sugar Land to regional and national media and to help secure awards and recognition placements.
A board member moved and a second was recorded; the motion to approve carried with the board’s affirmative votes.
