County highway and procurement staff presented the annual set of vendor bids for materials and services used by the highway department and related county operations. Staff described categories included in the annual solicitation — asphalt materials and emulsions, earthwork services, and equipment services — and explained that one bidder failed to supply required bid documents (bid bond and other forms required by the advertisement) and therefore was non‑responsive.
Staff recommended rejecting the non‑responsive bid and accepting the remaining responsive bids. The highway superintendent noted a recent competitive price difference for asphalt where one supplier (Mac) submitted a substantially lower per‑ton price than another (O’Meara), and staff said they are still calculating trucking and logistics to determine when the lower cost supplier is the overall best value, depending on plant availability and project scheduling.
Commissioner motions to accept the responsive bids and to reject the unresponsive bid were made and seconded; the board approved both motions. Staff said they would notify the vendor who submitted incomplete paperwork and allow that vendor to correct future submissions.
