Board member Bill Leonard said he had "received no information on the people that applied for this position" and that he would vote no without time to review candidates. Board member Cliff Sergis and others acknowledged confusion about process timelines but noted the ad hoc committee had publicized interview dates and that the committee recommended Arroyo.
After public discussion and a roll-call vote, the board approved the appointment. Following the vote, Alex Arroyo was sworn in and briefly addressed the board, thanking members and saying he looked forward to working across districts.
