Ute Pass Cultural Center (UPCC) staff told event organizers at the city’s TUP orientation that nonprofits may reserve the facility free for one day each year for the base rental fee, but additional services such as setup, linens or bar service remain chargeable.
Melody Clema Campbell, events coordinator at Ute Pass Cultural Center, said three questions determine whether a TUP is required when an event involves the center: is the event public (open or ticketed), is any activity outside the building, and does the organizer need city services such as traffic control or extra trash. ‘‘If it's public, outside, or you need the city's help,’’ she said, ‘‘that's when it becomes TUP world.’’
Campbell said private, invitation-only events such as typical weddings or small birthday parties do not generally require a TUP if everything occurs indoors. However, outdoor activities, food trucks that prepare outside, or events needing city resources do trigger the permit process; food trucks serving at UPCC can obtain a single annual TUP and then be added to UPCC event pages.
Organizers were advised to schedule tours with UPCC staff, confirm rental pricing—staff noted 2024 pricing remains available through Feb. 1 if booked early—and contact Campbell or the center’s event staff for planning assistance.
