Grants Pass council assigns liaisons to advisory committees; several vacancies filled

The Grants Pass City Council on Tuesday confirmed liaison assignments for most city advisory committees and discussed the liaison role and time commitments for council members.
Councilors approved continuing assignments for several council members, filled some vacant liaison slots and left a few openings for staff to fill or for future appointment. The city’s staff presenter reviewed each committee’s purpose, meeting schedule and expected liaison responsibilities.
Councilors emphasized the liaison role as a communications bridge rather than an active policy-making seat. "A council liaison is really there to help facilitate improvements of communication between the advisory committee and the city council," staff said while outlining duties for committees such as the Bikeways and Walkways Committee, the Parks Advisory Committee and the Committee for Public Art.
Several councilors volunteered for specific liaisons during the workshop. Among assignments recorded during the meeting: Joel King retained the liaison role for the Historical Buildings and Sites Commission and the Parks Advisory Committee; Rick agreed to serve on the Committee for Public Art; Indra volunteered for the Tourism Advisory Committee; Kathleen took the Josephine County Addictions, Mental Health and Public Health advisory seat; Victoria volunteered for the Rogue Valley Council of Governments appointment and Rob Pell remained the liaison for the Bikeways and Walkways Committee. A vacancy remains for the Mid Rogue Metropolitan Planning Organization (MRMPO); staff said they would return to council with a recommended staff appointee if no council volunteer is available.
Councilors said they sometimes serve mainly as observers but that regular attendance by a liaison signals council support for volunteers on advisory bodies. "These are volunteers. They're investing their time, and they deserve to be heard and to be effective," Councilor Joel King said.
Staff told councilors that some advisory groups meet monthly, while others meet quarterly; that information influenced councilors’ selections. Councilors also discussed optional external liaisons such as the school district and regional organizations; some of those positions are intentionally flexible to accommodate council schedules.
Staff will return any remaining appointment recommendations to a future council meeting for formal vote.
