The Owosso City Council approved a resolution reconciling and closing out the city’s American Rescue Plan Act (ARPA) funding and earned interest.
City Manager Henney said the city received $1,500,000 in ARPA funds and an additional $115,000 in earned interest over the multi-year period. He listed project categories funded with ARPA including SCADA upgrades at the water treatment plant, fire department equipment, lead service line replacements and downtown lighting improvements.
Henney presented the reconciliation and told council members the funds had supported capital and utility upgrades. The council approved the closeout by roll-call vote without extended debate.
The resolution authorizes staff to finalize accounting and move the closed ARPA record into standard financial reporting. Henney did not present line-item attachments at the meeting; staff will keep council apprised of final accounting and any leftover balances or reporting obligations under federal ARPA rules.
