Laredo MPO Policy Committee adopts 2025–2050 Metropolitan Transportation Plan

The Laredo Metropolitan Planning Organization (MPO) Policy Committee on Wednesday adopted Resolution MPO2025-01, approving the 2025–2050 Metropolitan Transportation Plan (MTP). The vote was recorded in the meeting as "motion carries" after a motion and a second; the meeting did not record individual roll-call votes.
Consultant Emily Tedford of WSP presented the final draft, saying the plan is a 25-year, fiscally constrained framework for regional transportation and a living document that can be amended. "We received 13 comments, from the public, and, as mentioned, they were incorporated into the final draft," Tedford said during her presentation.
The nut of the plan is a fiscally constrained list of projects that the MPO says it expects to fund over the next 25 years, and a separate illustrative list of unfunded regional needs. The MPO opened a public comment period after a draft presentation Nov. 20, 2024; the draft was available for comments from Nov. 20 to Dec. 9, and the MPO held a public meeting at the public library that drew about 40 attendees, Tedford said. The final draft incorporates the 13 public comments received.
The presentation identified three project lists: previously-funded projects carried forward, newly selected fiscally constrained projects added in this MTP, and an illustrative list of unfunded priorities. Tedford gave the committee a geography/equity breakdown tied to local “equity tier” zones, reporting roughly $200,000,000 in projects in tier 1 and about $170,000,000 in tier 2 among the selected/programmed projects, and about $17,000,000 in tier 3 on all lists combined.
Committee members asked no further questions after the presentation. The committee approved the MTP by motion; the chair declared the motion carried and stated the plan will next be sent to the Federal Highway Administration (FHWA) for its review and approval.
The committee also approved the minutes of its Nov. 20, 2024 meeting by motion earlier in the agenda; the minutes approval similarly shows "motion carries" in the audio record with no roll-call recorded.
What happens next: the MPO staff said printed copies of the final plan will be distributed to committee members and that the MPO will explore a possible expansion of the MPO boundary as a follow-up action. The presentation and final draft remain available in the committee packet and will be forwarded to FHWA for review and concurrence.
