Staff said an exhibit (Attachment B) shows a reduced local match based on an order the presentation identified as from the Texas Transportation Commission; the packet number in the presentation shows a local participation reduction and references a $50,000 direct cost added into the match calculation. Staff described the pre‑application deadline in February and the full application deadline in April and said TxDOT requires the city to act as sponsor. Juan Mendive, MPO director, said TxDOT staff (Amy Casarez) requested a draft resolution and an affidavit to document eligibility for the reduction and advised MPO staff will provide technical assistance but cannot apply as the MPO.
Board members discussed administrative capacity for preparing reimbursements and grant administration; staff and the chair said the board can prepare the pre‑application while the city assesses whether internal departments or external support will handle the subsequent administrative workload. The board approved a motion to pursue the TxDOT pre‑application and to revisit the decision on a full application at the February or March board meeting.
Ending: Staff said it will circulate the draft agreement and exhibit, meet with TxDOT staff as requested, and return the funding agreement and related city‑TIRS agreement for board approval before taking the package to city council.
