Board approves upgrade at 2 Wisteria Street with condition that nearby well be decommissioned before permit

The Board of Health approved local upgrade requests for 2 Wisteria Street on Jan. 15 while adding a condition that an existing well for an adjoining lot be decommissioned and that the applicant prove the water source before an installer's permit is issued.
Will Connolly of Zenith Consulting Engineers described ledge and refusal on the site that constrained placement of a proposed microFAST and stone-and-pipe leaching field; the design asked for reductions to leaching-field setbacks to a neighboring lot in common ownership. Connolly also noted seasonal versus year-round water service in the area.
Board members discussed a nearby well on 37 Beechwood that could conflict with issuing a septic permit. The board required that any existing well that would lie within the septic radius be properly decommissioned by a licensed well driller and that the applicant demonstrate the water source for the property prior to the Health Department issuing an installer's permit. A motion reflecting those conditions passed with members present voting in favor.
The board also asked staff to follow up about water-main extension possibilities and to note the homeowner’s preferences on vent/blower location so installers can avoid placing noise sources adjacent to neighbors' living spaces.
