City Council approves $110 million housing accelerator after contentious debate over process and priorities

The Boston City Council on Wednesday approved a $110 million appropriation to create a housing accelerator fund the city says will invest in development projects to spur housing production and preserve affordability.

The measure, filed as docket number 0108, passed after a lengthy debate that included a failed motion to postpone consideration until Jan. 29. Supporters said the fund will reduce financing barriers for projects that include income‑restricted units and pilot homeownership programs; opponents and some supporters pressed for stronger community engagement, clearer accountability language and asked whether some money should pay for urgent repairs in Boston Housing Authority properties.

Councilor Brian Worrell, chair of the Committee on Ways and Means, told colleagues the fund is intended to let the city take equity stakes in projects at lower returns than private investors to reduce financing costs. “We know housing is a basic right, and we know we don't have enough of it in Boston,” Worrell said, summarizing testimony from hearings and administration witnesses who described project priorities and expected timelines.
