Beach Park approves joining Northern Illinois Land Bank Authority

The Beach Park Village Board voted to approve a resolution to join the Northern Illinois Land Bank Authority via an intergovernmental agreement, a move trustees said will give the village a no-cost tool to pursue and renovate at-risk properties.
Trustee Miller moved to approve the resolution and Trustee Gust seconded; the motion carried on a roll-call vote with trustees present voting aye.
Board members said the Northern Illinois Land Bank operates with full-time staff through a partnership with a regional planning council and has a longer track record of acquiring and returning vacant or blighted properties to productive use than the Lake County Land Bank Authority. Trustee Miller said the land bank offers “access to grant funding” and emphasized that joining “is no cost to the village.”
Nimrod, a village staff member who briefed the board, said the northern land bank has been able to acquire and renovate many properties in the Greater Rockford area and often works proactively enough that “they actually don't even end up using demolition authority because they're catching the properties well in advance” and finding buyers who can repair and reuse them. Nimrod said the land bank provides grant management, property assessment inspections, title-search assistance, abandonment claims and acquisition work.
Trustees discussed governance details. Trustee Jensen asked whether Lake County had appointed two voting members to the land bank’s board; Nimrod said those county appointments have not yet been made and described a governance structure intended to limit travel burdens for Lake County-area members while still giving the county and member communities representation on the land bank board. Nimrod listed founding or early members that will join the authority as Beach Park, Zion, Winthrop Harbor, North Chicago, Waukegan, Round Lake and Fox Lake.
Board members repeatedly noted the Lake County Land Bank Authority’s staffing and funding challenges. Nimrod said the Lake County entity had not maintained regular staff or consistent insurance coverage, and that the northern authority’s full-time staff and existing legal counsel had made it an attractive partner. Board members said the village would retain veto authority over projects in its jurisdiction.
The board approved the resolution after a unanimous roll-call vote of trustees present. The intergovernmental agreement contains governance and logistical provisions the board noted are different from the county land bank’s structure; the agreement’s detailed terms are in the meeting packet and will govern next steps for the village’s participation.
The resolution passed does not itself require the village to transfer property or funding; board members said any land bank activity within Beach Park would still require local approvals.
